OTTAWA URGED TO SHARE HIGH-TECH LICENCE INFO WITH PROV.
Canadian Press
Ottawa should pass on citizenship information to provinces that want to provide high-tech drivers' licences as an alternative to passports in crossing the Canada-U.S. border, Ontario's information and privacy commissioner urged Wednesday. The federal government is forcing provinces to build their own extensive databases from scratch, which will only waste public funds and create a new magnet for identity thieves, said Ann Cavoukian. "This is a no-brainer," she said after releasing her annual report.

MEXICO TO REFUND TOURISTS' VAT
Mexico's Ministry of Tourism has announced that next month, the country will begin reimbursing the value-added tax charged on purchases made at stores and businesses throughout the country to tourists who arrive by air and cruise ship. Tourists will be able to use kiosks at five major airports -- Mexico City, Cancun, Guadalajara, Los Cabos and Puerto Vallarta -- to reclaim the 15% VAT they've paid on goods totaling at least $115 (1,200 Mexican pesos). In order to qualify for the refund, the purchases must have been made at approved stores and businesses with credit cards or debit cards issued outside of Mexico, or in cash. Tourists must present their passports when making their purchases and obtain a receipt and an official refund form from the approved merchant. The credit will apply only to shopping items, not to expenditures on food and accommodation. The program is set to expand in phases to other major airports and cruise ports beginning in 2009.
